Head Master DJ Park of the US HDGD Association informed me today that he has found a smith in the US capable of making repairs to jingum blades. I don't have details as to the individual's name or location. However, for what it's worth, he showed me a sam gak-to that he had repaired. I'd seen this blade previously and it almost looked like a serrated steak knife with the chips it had in its blade. It looked good. The blade did not appear to have been shaved down in order to straighten the edge out, but rather reworked to retain its original width. The polish appeared to be solid as well. I could not tell that it was the same blade I had seen before.
Furthermore, Head Master Park re-wraps jingum handles himself. I don't know if he uses leather wrapping because I noticed only cotton wrap in his office. However, if it is a gum jip (sheath) in need of repair/replacement, that will need to be done in Korea, most likely by sending the old gum jip as a model.
He instructed me to let you know that repairs are currrently limited to Federation-issued jingums. Furthermore, if you happen to have a jingum in need of repair, you are to have your master contact Head Master Park to arrange for those repairs.
Contact Head Master Park if you have additional questions or post them here and I will make the inquiry the next time I meet with him.
